On my 1984 Corvette, when closing the door the panel comes away from the frame. At the very top. Are there clips there to help hold it in place. This is on the driver side.

Have you even removed the door panel to investigate? I don't believe there are clips at the top, if it's hanging away from the top I suspect the door panel is broken.
They made some angles sheet metal brackets to deal with this on the early cars. They fastened to the door panel on top, torward the latch, and hung down into the door so the panel wouldn't come off the top. I had this problem with the original panels but only ever found the drivers side bracket. I'll make a mirror of it one day and install on passenger side.

Mine's doing the same thing.
As I remember from having it apart before, it has stapled plastic bits that hold the weatherstripping on - and that lips over the top of the door metal to hold it all in place.
When I replaced the window motor, I noticed the plastic was cracked and a couple places were broken (where the staple went through the plastic badly) but I hoped it would hold. A month or so later, it's not.
I'm afraid I'm going to have to replace the whole panel, unless I can come up with something like Corvette40 mentioned.
