not that I do many shows/cruise in's anymore, but I usually open the hood. I have found guys that don't open the hood, do that for a reason. usually because the engine compartment is a mess. for judged show, as I recall, hood down until the judge ask you to open it. gave up on judged shows years ago - too political. i still do the occasional cruise-in though....
Always open regardless if it's judged or not. Someone that stops and shows interest in your car is going to want to see what the engine bay looks like.

These days, I only do about 1 show a year. Hood and doors open at a judged show.
It is acceptable to leave them closed as long as your standing right next to the car and get them open as the judges get to you.
I sure wouldn't wait until they asked you though, as they may not ask and just give you 0 points for those categories (engine & interior).

The only specified moment is at a NCCC/NCRS show that defines a different protocol.
There will be a specified cut-off time for last minute detailing - commonly known as 'rags down/hands off.'
Afterwards, then its during Judging - most places require you to stay with your car with doors closed, hood down, windows up, roof/targa up until judges ask to open up.
If its a 'peoples choice/public/popular vote' - anything goes
