Default Panel Replacement

Hi, I am replacing the rear surround panel on a 1990 convertible There is a metal reinforcement up over the wheel well that goes down the lock pillar on the replacement panel. The metal is rusted in a small area , surface only over the wheel well area what is the best way to take care of this so it will bond to the body and not rust again. IE what can I seal it with so it will properly bond and not come apart or rust later.
Thanks
Charles

I need to know what finish can use on the metal once all cleaned up as it is a bonding surface and hate to put something on it that won't bond to the replacement panel

Likely you will need bare metal for adhesion. I would call the adhesive company to see what they recommend. You would get better results asking in the paint section of the forum.
