Default heater problem
I have a 95 LT1. In order to get any heat, I need to put the temperature setting to at least 30C (86F). Is this a thermostat problem?

What is the outside temp? Might be the inside temp sensor.

Definitely not a thermostat problem. The thermostat sets the minimum temperature of the coolant.

You might have a blend door problem. Do the HVAC system diagnostics:
