Having issues that seem like vats (no crank, fuel pump relay tapped to positive on battery for power, and fans are on toggle) I bought it this way. I can get it to start if I mess with it long enough turning key while it's on a battery charger... Hmm?

Thank you, I've ruled it out 3 times now it's completely ruled out. If the starter works on a battery charger when jumping terminals with screwdriver but doesn't work on the car (hooked up to battery charger also) and doing the same thing with screwdriver jumping terminals and knowing that it has power needed does it mean the ground to starter is bad?

No. The starter ground is where it is bolted to the engine.
Youre problem is either
1. ignition switch
2. Start enable relay
3. P/N safety start switch -or Clutch switch if it's a stick shift.
4. Wiring, most likely on the passenger's side by the block, where it goes down near the exhaust.
The battery in it is very weak but even with 200amp start battery charger I get the same outcome. Can a bad battery reading 13.5 volts on a 40amp steady charge still not turn the car over?
For any of this to work/function you need to have a fully functioning key cylinder, rod/rack and ignition switch function. In another thread you mentioned I believe you have issues with the "mechanicals" of that.

I always wonder, in these "it won't crank" threads, why people don't get out a test light or volt meter, and simply start testing the circuit. DOes it have power leaving the ignition switch? The Safety switch? The Start rely? Then down to the starter solenoid? At some point, there won't be power. Fix that.
