Parking brake cable routing

Parking brake cable routing
My 89 drop top has the rear driver's side parking brake cable hanging down below the cross member. It appears to me it should be routed above the cross member in between the spacer blocks that separate the the cross member from its mounting points. Am I correct in that assumption or am I missing something like a hanger or two?

There is I believe a hanger at the C-beam that is often lost or becomes missing. #28 might be the one at the C-beam, I haven't looked or been under there for quite some time. Maybe someone will post up a snapshot.
