I cleaned the surfaces and used JB weld. I went in about 8" sections gluing a securing with 2" c-clamps with paint sticks between the dash pad and clamps. Take your time and it will come out like new. I used the same method the fix the area around the center dash pad vent.

I finally got this off but I might use staples because the problem is the foam is old and it will just come up again if I used glue to fix my dash pad

My foam is just as old as yours. I did my fix over a year ago and it shows no signs of lifting again. I do wish you luck with your method though. Will you be able to see the staples when your done?

Try looking at Rock Auto. They have the FSM on CD for only $23.79. I bought one and it is a pdf of the full service manual (both books).
Search for a '96 Corvette and look at the literature tab.

I had the dash pad lifting in spots near the windshield on my '94. I had the windshield replaced and while the window was out, I used super glue and held it in place for a few minutes. It worked fine and stayed for at least a year until I sold the car.
My pad was lifting all the way around it's edge. I took it off and drilled holes around the perimeter about every one eighth of an inch using a Dremel with a small drill bit. I think it was a 1/32 or something like that. I bought outdoor uv resistant thread and upholstery needles at Wally World and sewed the edge down. It's been four years now and still holding tight! The black thread doesn't show and the pad looks like it's new again!
It wasn't difficult to remove the pad. I didn't have the manual, you just basically take all the vents off and the sides off of the dash and then remove the screws that hold the pad down. There's a few hidden fairly well, just take your time and don't pull too hard, it pops free very easily once all the screws are out.
