Little info ,1994 corvette automatic , So far I've installed 2600 vigilante converter, 3:07 rear gears , exotic muscle headers with corsa exhaust and high flow cats . At what point do I need to reprogram the computer other than just for the speedometer ?
You could honestly do a tune anytime you want, even on a completely stock engine. For what you have you don't necessarily need a tune other than maybe getting the speedo corrected from going to 3.07 gears. I think PCM for less will only charge $50 for a second tune if you ever added more down the road. Something to think about.
As noted above, you can have a tune done anytime to dial in the small changes that were made. The computer will compensate for your changes without too much of an issue.

It seems like my shift points are all over the place since the converter and rear end change,2:59 to 3:07.

A custom tune for your engine will always extract the maximum.
I tuned a stock 86 with great results.
Later on with a few other changes the next tune was most impressive.
Find a good tuner now before you start making changes.
