VATS was not incorporated until the 1986 Corvette. My suggestion (learned the hard way) is to purchase a Field Service Manual (FSM) for your year and follow the "No Start" flow chart. You can find them on eBay, Half.com, Amazon or advertise here in the parts for sale/wanted section. Don't guess - diagnose first. Just buying parts and installing them one or more at a time only leads to frustration and a maxed out Visa card
The key is not coded. The 84 does have an anti theft thingy but only blows the horn if car is broken it I think. To check for fuel take off air cleaner and crank to see if injectors are spraying. If they are check for spark. Check the fuses as the injectors and fuel pump are fused Fuel filter on frame rail located behind right front tire could be plugged.
If there is no fuel spraying from the injectors, try spraying some starting fluid into the intake while you're cranking it. Does it try to start? That will tell you whether ignition is working!
The old gas from 2002 needs to be replaced with fresh fuel. Get as much as possible out of the tank, then remove the fuel filter (bottom of car, right side, behind front wheel). The remaining fuel will run out of the fuel line. That's a good time to test the fuel pump. Does fuel spray out when you turn on the ignition? Keep that test short. No fires, please! You might as well install a new fuel filter while you're there.
Fuel pump is dead. Try the starting fluid like mentioned earlier, but a pump will have to be put in. Drain gas like said before, you can also put in the new pump and let it pump out the old gas where the fuel filter connects.
Good luck, I don't think you will much beyond the fuel pump.

You can "hot wire" the fuel pump from the ALDL connector to check it. The procedure is in the service manual but basically you put 12 volts to terminal "G" of the ALDL connector under the dash. The pump should then run. You did check the pump fuse?
The pump wires are accessible through the fuel filler hatch at the back. Carefully remove the rubber skirt (tears easily) from the filler neck and the wires and plug are next to the filler neck. Use a test light to see if you get voltage when the engine is cranking.
By the way, a "noid light" tester will tell you if the injectors are being commanded to fire and they are not expensive.
If I remember correctly, the TB nearest the driver is the workhorse of the two TB. by that I mean it regulates the fuel and also controls the fuel overfeed/return line. While you wait, go down to your favorite parts store and buy the twenty dollar Haynes manual. There is some decent stuff in there about the TBI system that's on the 84 vettes. I am going to get burned for saying that, but it will get you started. You don't need a FSM for everything, but like the others, I do recommend acquiring one for your year Corvette. good luck, welcome to the forum, come back soon and often. Oh, do NOT mix the front and rear TB, they are not the same and the front will NOT work on the back.
