I have noticed that when I first start my car, the wheel is hard to turn. After a couple of turns it steers easier. Also, I think the steering is too hard in general. This is a Z51 Vette. I know this is more of a power assist than the typical car.
I also notice that my fluid is very dark and needs changing. Will flushing the system improve this and what is the procedure.

Steering is hard by design. I'd suck all I could out of the reservoir and refill. Take it for a ride and repeat. Take for a ride, drain, add Lucas power steering fluid and fill. Worked for me 10 years ago and still fine

In my 85 it is easy to turn the wheel, no different than modern cars.
Try replacing the power steering fluid, if that does not help you may need to replace the power steering pump.
You will need a special tool to remove and fit the pulley, you can find them on ebay or perhaps you can hire one.
Is the power steering quiet or noisy? any leaks?
The pump supplies the pressure to the rack.
I would drain the fluid from the rack as well, then fill the reservoir and turn the pulley by hand to get the fluid into the rack and back to the reservoir. (you have to take belt off the pulley of course)
Try to do that you don't want to start the car and run the pump dry, if the vanes get damaged you will loose pressure.

The Pump is not noisy nor are there any leaks.
