Default EGR Valve Question

1994 c4 16000 miles.
Shouldn't my EGR be in a closed position at startup?
Had some issues at startup and noticed it was in open position.
Could the Valve Control Solenoid be bad?

Yes, it should be closed.

If the pintle was off the seat that could most definitely cause an issue on start up and at other times. I assume you removed it and did a visual inspection?

I suppose it could be bad but it would have to be giving the EGR vacuum to open at idle easy to check. See if the vacuum line going to the EGR has vacuum at idle, it should not.

My EGR valve got stuck in the open position because the EGR solenoid was bad. Check both.

I've noticed the position is always the same.
How do you check the solenoid?

When I pushed it back it stalled out.
