There's more junk surrounding the left side headlamp underhood. A big fat connector had come loose near mine and was jamming it. But GM made these things way too complicated IMO. Lots of gotchas. Over sixty percent fail rate in my informal poll.
Check to see if the headlights getting caught on any wires, after changing the headlight gear on my corvette (left side) i installed it and heard the motor spinning, or trying to work, sure enough it was caught on a wire to where the headlight didnt have enough power to get past that, soon as i pushed the wire off the headlight fixture worked perfectly fine.
Also is the headlight motor making noise when you go to hit the switch? should be able to hear it working, or atleast I can hear mine, even over an aftermarket exhaust.

Check to make sure that it is aligned properly. When I changed my gears the light wouldn't flip. Everything looked fine but it was off just a tiny bit. I re-positioned it & it works fine.
Can you gives us a better description of what is happening?
When I turn on headlights the right side flips fine the left side hums for a second and then nothing, the headlight itself comes on but won't flip over
What year? The newer ones will just be the 3 dollar pucks. Spin the **** on the motor by hand and see if it is in a bind. See if it works with the hood open something might be blocking it.
