I will start a new thread on this since its actually a new problem.
Had a long start problem and had the ICM checked out, it checked bad all three times the store checked it. Bought a new one and installed, started right up but died on me the next day while coming to a stop at my destination. Started right up and drove fine. The next day nothing. swapped my old ICM in place of the new one and it started right up without the long start problem and I took it for a drive with no problems. Today it started with no problems to move it out of the garage and a bit later moved back in. Went to start later on and nothing, again. I get a code 16 and 67. 67 is probably because the AC compressor is seized and I pulled the plug to the clutch.
OK now, code 16 shows as a System Voltage too low (low output from alternator).

A complete charging system test should be performed before replacing the alternator. If the charging system checks out okay, the fault could be with the ECM power or ground circuits, or an internal fault."
At this point fuel pressure is 41lbs, no spark and no injector signal. I replaced the alternator last year, it seized. I have noticed before the big cap covering the wires on the ECM is loose, I kinda wonder if the PO had a problem he didn't tell me about. Right now I have the battery charger on it. Any thoughts?

Clean and tighten all connections and grounds and the jump box behind the battery.

I just checked the signal to injectors with a test light per FSM. Disconnected one at a time and test lit up on both sides. Disconnected all injectors and light only on one side of the plug. That's how its supposed to be, right? The FSM isn't quite clear about that part but it says they are wired in parallel so I think that's correct. After that test it points me to two pins on the ECM but I will check and clean the jump box first.
Think I'm gonna wait and have the battery(even though its 12.5, without the charger) and ICM checked tomorrow. The charger has been on it for awhile and hasn't changed(note photo), I'm hoping its that easy and will check and clean the jump at that time since it will be easier after the panel is off.
Another question for thought, Ive let the battery drain to nothing a few times. Charged it then seemed OK. Can that damage anything? Battery, alternator, etc...?
Have the battery load tested. Was it ever freezing when the battery was dead?
Always garaged but I'm sure it gets below 32 in there at times. Northern Indiana here. I did have to replace the alternator last year, it seized up, before that it would discharge the battery without a tender on it within a week or so. I bought the battery shortly after I bought the car in November 2014 and has been drained probably about four or so times.

Best to test the alt and the battery or they can take turns killing one another.
The battery looked to be fully charged this morning, just had it tested and they say its good at 87%. Went to NAPA this time to have the ICM tested but they cant test them they said. I had checked before and it would still work but had the slow start problem then the new one worked one day then failed then installed my original one and it started with no problem, no long start but now it doesn't start at all, like maybe it completely failed.
Tonight I installed a new Optima gel battery, I wanted one anyways. I had to trim the cruise control canister bracket and a bit of the battery tray for it to fit correctly and to make sure it wouldn't sort the positive post(dual post). I cleaned the jump box behind the battery including all connectors til shiny. Checked the ground by the battery and it looked good. Where are any other ground points I should check? Can a bad ICM prevent injector pulse?
There is a strap that runs from the frame to a bolt on the bell housing or tranny bolt to the engine. It can get corroded especially on the tranny end. This is a significant ground to make sure isn't bad.

OK, I'm gonna have to call it quits since it looks like the opti. I called the company that installed it last year and they will be looking at it next Wed. If its the opti again he said he will probably cover it. Thanks for help guys but before this car I hadn't touched anything for about 20 years and don't feel up to tearing this apart.
