headlight motor question

Just bought a 1989 corvette. Headlights do not work. I have ordered new gears and pellets. My question is this, I notice after driving with parking lights and fog lights only activated that when I shut them off the headlight motors start spinning. the adjusters are moving. Normal or has someone messed with the switch?

Its the "pucks" (pellets) You'll find they have turned to dust.

I also replaced the pivot bushings to both headlights when I had it apart. It really tightened up the operation. They are about $30 a set though.

and if you can get the gasket for the gear housing is a plus.
