I have the Tokico struts and shocks on my PT Cruiser. It's lowered almost 3 inches and the Tokico's are supposedly really good for lowered vehicles. They did help with the harsh ride on the PT.
Hard to say how they would compare to Bilstiens because I had them on My old Mustang GT. Totally different car but I liked the results. They were the adjustable ones and they were WAY better than the stock shocks. They seemed like pretty quality made pieces.
I had Bilstein rebuild my shocks. Actually they've done several sets for me. You can simply tell them how you want the car to ride and they'll revalve them. It's also a lot cheaper than new shocks.
Here's what they have to say about lowering.
"When it comes to lowering, not only must the vehicle’s character be kept in mind, but the driver’s too. A multitude of tests involving a wide variety of equipment helps our test engineers determine what the perfect lowering height should be. During this process, we consider aerodynamics, residual spring travel, driving characteristics, comfort, suitability for everyday use, behavior in limited applications, and aesthetics. This gives rise to our three tenets of lowering."
