You car needs high quality pads, not the $25 autozone crap. Go with Hawk or EBC and properly flush out all old brake fluid with new fluid. I used Centric high carbon rotors with the Hawk blue box street pads. Dust was considerably lower and stopping power increased a lot!

I'm assuming this is during normal driving, not autocross or similar. And that brake pads are okay...right? 
Probably brake fluid is bad or has water in it, this can cause your problem, might start to vaporize due to hot brakes, etc. Start there, maybe look at brake lines next.
