I would want a lot of details on the 16 years of ‘storage’. Was it started & driven every few months? If not, did they change all the fluids before starting it up for the photos? The running gear tends to, for lack of a better term, DRY ROT if left sitting for extended periods.
In my opinion 22K may be fair but I think the 91 & up ZR1s have better pricing due to the updated body style, I think 22K is a little high, and it better be in PERFECT condition as they claim.

Yes, 22k is a little high. You can get real nice cars for the 17-20 range.
Sitting for long periods of time is not good for these cars- in fact it is counter productive. If the car goes from sitting to every day you can expect immediate nit-noids as the car "powers up" from sleeping.
If you plan on driving you car, figure a full on maintenance routine as a starter and be prepared to replace a lot of rubber hoses, gaskets and window rubbers. Tune ups and injector will probably come into play
I'm hoping you are able to inspect in person? You will need to double check that ALL accessories are working. Pay special attention to the AC, Bose stereo, brakes and fuel injectors.
If you are serious about a ZR1, check out the section in CF or the ZR1.net. There is a bit of a "fraternity" of guys that take care of each other as owning these cars are like dating a stunningly hot, high maintenance woman; super attractive but a PITA. In fact they can help you to find the right car and at a good price.

Find a ZR1 that has been maintained and driven consistently- a 100 miles a month is great for these cars as it keeps everything working. Way better than sitting for decades.

"Driving it home" would be a bad idea. Running the engine but not driving the car is bad.
This car's brake lines have been in the same position for 17 years. Now the suspension moves and they can crack.
Why do the "brand New tires" have flat spots? More likely 20+ year old tires with no miles.
In the end it is worth market value minus needed repairs.
