I own a 1989 charcoal grey with and 6speed and the z51 package is this a low option car?

Grey and Z51 that would be 2, that would be low options. Rare maybe z51 most years is low production. Because it can make car ride like a "dump truck" it has limited appeal. There are several sites that list option production numbers.

If you have the Z51 package that's a good thing. The handling is much better and the ride quality is not that bad.

The Z51 got a bad reputation from the '84 cars which were rough. Things got better every years.

It's definitely an uncommon - and desirable - combo. Charcoal, Z51 and 6 spd are all on the shorter end of production options, so all three together is probably a very short list. And '89 is a unique model year.

'89 6 speed Z51 is near the top of the list for autocross C4s.
