The fuel filter will be on the inside of the frame rail just behind the starter. Not an easy replacement, but doable with the car off the ground. Just make sure the fuel tank is empty or very near it. Gas can flow thru the hard line if the tank has lots of gas in it.

Be careful and disconnect the battery before starting the job. My 91 had a heat shield that needed removal so I could get to the filter. My wrench touched one of the starter bolts when I went to loosen the nut that held the shield in place and made one heck of a spark. I was lucky as nothing caught fire.
You can peel back a corner of the fuel bib by the filler neck and use a small vice grip to pinch off the fuel line to prevent all your gasoline from siphoning out.
