So after trying everything, I went and bought carb cleaner to find this damn hiss. It's LOUD. So, I sprayed the cleaner into the cold start injector where I thought the hissue as coming from, sure enough, it revved real hard.
So, should I just delete the thing? If so where do I get that kit? I've heard of it. If not, what do I do? That bolt is all torqued down right there. What to do?
If you delete it, fine. However, you will need to find a way to reprogram the ECM so it will spray more fuel for cold starts or you will have hard starting. Is there a way to take it out and send it to FIC for cleaning and testing and a new O-ring?

I could get it out I suppose. Any advice as far as the delete if I decide to do that?

I suspect there is a seal that is bad and if it is out, you probably should have it cleaned, tested and reinstalled with a new seal. Your 8 other injectors are probably Multec units which have only one place if they are. The dumpster. A new set of reman Bosch 3 injectors are about $180. Fuel Injection Connection will set you up. Over time, the injectors will get clogged for sure and it doesn't pay to clean Multecs which are sensitive to the ethanol in the fuel which will destroy the coils. From what I read, it is just a matter of time so they are not worth cleaning. The cold start one is fine to clean and test since it is out.
Advice in what? To delete? I wouldn't since it could encounter cold start issues. Some have it, some don't. Hard to say. Reprogramming the ECM will probably lengthen the pulse width so it gets more fuel which is what they did in the later years. Either way, it has to come out so you might as well fix it unless you are doing a dyno tune.
I did do the screwdriver test with it. It is still in fact ticking! Aklim, I think I may take your advice and get new injectors soon too. I'm thinking Bosch III as well. Weird to me that the felpro kit for the intake manifold gasket doesn't come with that o-ring OR the EGR gasket. When I replaced the o-rings on the rest of them I didn't even think about the cold start injector.
While you are doing it, take a look at the throttle body. Take it off. Remove IAC and the housing and the top plate. Clean the passages. Spray the IAC pintle with brake cleaner and gently wipe it off. New gaskets and reassemble
