problem voltage c4

thank all
for the moment my corvette not move ( i have deconnected the fuse for dash to start relax the car and no broken )i have testing the volt betwin negative battery and motor , i have 11 volt . the alternator product betwin 14,5 to 15 v . i don t no from where the 11 v are in the motor body ( and i think it s this problem push the dash v at more than 16v ) , i have cleaning ground ( i hope not lose one ) .
if you have idea where from this 11 v ?
