well say I port my upper, lower, and heads...what kind of gains will I be seeing? Is it really worth it.
And also what cam should I look into that seems to be best for staying All Motor?

The LT4 manifold is not a direct bolt on for the LT1. The ports won't match and you will lose performance.

I was told that just porting the Intake manifold would give me minimal gains. Is this true? :confused: Or do I have to port and polish the stock heads as well to see any gains? I am looking for the most cost efficient way to go about this?

Depends on who you have do it. The guys at Total Engine Airflow here in Bowling Green tend have a very competative price. I'm afraid I can't say exactly how much it will cost because I didn't actually pay full price for mine. I have been very happy with the results, and the owner is a really good guy.
Visit http://www.totalengineairflow.com and see what you can find. They claim to sell an 11 second Heads / Cam package for $1749.00 I'm pretty sure that's a CC306 cam and doing the work to your existing heads.
Give them a call, ask for Brian Tooley, he's the owner. Also be sure and tell him that you heard about him from Nathan Plemons on https://www.corvetteforum.com Certainly won't hurt anything for you, and it'll help me.
