I have removed all of the a.i.r equipment off of my 91 due to an engine swap. The smog pump I have on there is not spinning freely and the insides cannot be gutted. What options do I have? Can I run a new air pump but just disconnect its hoses? Will this be loud or unnoticeable? I can't seem to find a DIY or kit to eliminate it either as without it, a pulley is needed for the serp belt. All help is appreciated.

Air pump is a beneficial and necessary tool you ought to include on your tank. The air pump has an immense degree of positive benefits towards your tank making driving comfy and causing happiness. Thus, following my research after coming across here, I came to a conclusion of selecting Tetra Whisper Air pump over others.
