I was having the same problem. I gave it a REALLY good cleaning, and then I lubed the entire antenna with WD-40. Cleaned it again, and WD-40'ed it again.
Now it doesn't go down all the way, but it only sticks out about an inch now where before it barely went down.
If its a mechanical failure, there are plenty of videos about how to replace the antenna.
I installed a bypass switch, not that I ever use it. I do not use the radio and I do not want the antenna to go up ever. Mine would only go halfway down and get stuck so I would have to push it the rest of the way. This works for the later model cars:
