I currently have a 1984 corvette with 16 inch wheels
im thinking of changing to stock 1989 corvette 17 inch wheels
will I need a spacer or other modifications

You will need adapters that are 18mm or 3/4" thick to get the OEM '89 wheels to fit properly. The '89 tire size (275/40-17) are nearly identical in overall size to the '84 255/50-16 tires so you will not see a difference in the speedometer reading. Tread width will be very close to the same too.
