No scale here and I guess I should have mentioned they are to be shipped to Norway. I got a rough quote online without the weight for four boxes and it over $400. I guess I should buy a cheap scale first to pin the weight down for sure. Thanks everyone!

You don't buy a "cheap scale"!! Use someone elses that's accurate - UPS/FEDEDX etc! Staples/Office Depot etc!
Who are you using for a shipper? There's very inexpensive ways to get things over there. It generally costs me more to get the package from me to the shipper than it does to get the package to it's destination across the Atlantic.
For wheels only I think I'd try to do a two wheel package for the four. Each wheel boxed separately but then the 2 boxes strapped together so that you're dealing with two vs 4 packages. Generally that will work to lessen the fees. Depends much on who you use.
As PW mentioned you get them packaged to suit yourself and carry them to a shipper to have weighed on their scales.
This is the shipper I use for things to Poland etc. Their calculator seems to be missing Norway but I'd think there are others. Did the buyer pick the shipper or what? Who did he choose? Who's your choice?
Yeah, I seen the sticky but I didn't see anything about that year wheels so wasn't sure.

It cost's almost $60 for a 6 LB radio in med flat rate size box.
A 20x20x12 25lb box is $110 usps priority

It's the wheels weight and dimensions that sets the price. OP, I shipped out a wheel that was an 18x10.5 weight was 22 pounds. It was $60 to have it shipped from Dallas to California.
