Get yourself a Chuck Pelton steering wheel and you'll be all set. Occasionally you'll find him on eBay and years ago it was thought his email was chuckpelton@comcast.net
I've no idea if that is/was correct but it's what I'd do if I needed an early wheel. After-market for the tilt-telescopic can be challenging.

I found a repalcement for my 1984 on the big Auction site for $159.00. It fits 84-89 and is a direct bolt on. Extra padding like the 86 and up. It is a very well made item. #( 182401501387 ).
