DENTON COUNTY
CONSTABLE, PCT 2
FORMAL COMPLAINT
Date: October 9, 2002
Complainant: Allen M. Roulette
Signature: ________________________________Phone 972-370-5530
Please except this complaint against Officer Renfro regarding his disorderly conduct and actions toward me on October 9, 2002.
I was proceeding east on South Colony. I proceeded east as I passed a strip mall to the south and an officer pulling out of the area. As I drove down the street, I notice in my rear view mirror that I was being pulled over by the officer I had just passed. I immediately pulled over and as he approached the car, he asked for my ID and insurance. After providing the officer with the appropriate information her requested, I asked, “Why am I being pulled over?” He then rudely and aggressively stated, “Why don’t you tell me!” I said, “I don’t know , that’s why I asked?” I asked again, “Why am I being stopped?” He again aggressively and in a condescending manner said, “Why don’t you tell me!” I said “I didn’t know as I didn’t do anything to my knowledge.” He said, “What do you think you were doing back there?” I then said, “ I don’t know what you are talking about, I never exceeded the speed limit, I never spun my tires, I didn’t do anything.” He then said, “Well there is such a thing as excessive speed you know”. I again stated that I never exceeded the speed limit or turned my tires over and that I wasn’t driving fast. He then went back to his car. He came back from his car and asked proper pronunciation of my last name and I gave him the information he requested. He then said, “ Mr. Roulette, I was going to issue you a warning but since you have an attitude, you will be receiving a citation today” I was very surprised by the statement, and was ready to leave. I said, “If your going to give me a ticket, then please give me the ticket so I can go.” He then came back with, “Well, Mr. Roulette….how would you like to go to jail today?” I said, “I wouldn’t, I want the ticket so I can leave.” He said, “So….which one is it? Jail or a ticket?” I said again, “Please give me the ticket so I can take lunch home to my wife!” I signed the ticket and got all of his information because I was astounded that a public servant can treat someone like this.
I proceeded home and then called his supervisor, Sergeant Muse. I explained to him the incident and he said he would talk with Officer Renfro and call me back. He did speak to Officer Renfro and called me back approximately 20-30 minutes later and told me that Officer Renfro gave him a contradicting story. This is to be expected be a man with such behavior patterns. Why would he tell the truth?
I ask that this behavior not be tolerated. I am a 35-year-old business owner and resident of The Colony and Denton County and deserve to be treated better! I have never in my life spent one minute in jail, except for ministry with Bill Glass Ministries, and have a great respect for officers. Hopefully, Mr. Renfro was only having a bad day. If this is his everyday behavior, he needs to be removed as an officer of Denton County. I also believe I am owed an apology for this behavior as well.
I look forward to hearing how this is handled. Thanks

Best way to get at least some evidence of your treatment by the officer.Other than that - go to court over the ticket and have him explain to the judge exactly what your exhibition of speed was.

I have been issued a ticket in the past for "cutting through a gas station to avoid a traffic signal" That was not what I was trying to do, I was going to get gas and saw how much it was and decided that there was no way I was going to pay that much and exited on the other side of the gas station. I took that one to court and won.
After providing the officer with the appropriate information her requested
should read
As small as The Colony is, don't get to crossed up with the police. They are a small dept. and don't need much reason to hassle you. You will definately come out on the short end of that stick. I lived there when it became a city and not just another F&J development. At least then the Chief bought a 68 427 from the guy that lived behind me. :seeya

EDIT: I made a mistake correcting it  Fixed it though. :)
Also, I'd try to include a time of day in the letter where appropriate. :yesnod:

But it wont help.
Theres two sides to every story. Yours and the cops. Yours don't count!
I filed a formal complaint against a CHP officer. Guess what my story didn't count? Hard to believe aint it?
The Officer investigating the complaint said, "its the cops word against yours". "Your word is just as good as the cops", "but we don't know you".
"Were gunna take the officers word in this case". Surprize, surprize.
But the complaint goes on the cops record even if they don't believe you.
I'd take it to court. A police officer has to tell why he stopped you. Its police policy (probable cause).
Arguing with a cop is a waste of time.
The best approach is to treat the officer the way you'd want to be treated.
The cops get poopie all the time, it gets old.
Everybody hates the CHP till they run out of gas in the middle of no-where.
They do a lot more than write tickets.
"Kick um in the nuts" thats really funnie.
