Default HVAC control vacuum part question

Like many others my car is stuck on defrost. I read there is a piece in the vacuum line that is responsible, which I believe is this. Is it a check valve? If so it doesn't work because I can move air through in both directions. Or am I looking at the wrong part?

This is how an L98 works. The line for controls comes from a wiring harness behind dizzy.

What year is your car and does it have electronic climate control?

Go through the following thread for solutions for what is likely your problem.

If your cruise control works, the check valve you have pictured is probably not the issue.
