Good day all! So I was underneath the car and I found this red wire with the yellow tip by the starter. I could not find where it went to. Thank you for your time.
I don't think anyone is going to be able to tell you for sure. It kind of looks like battery feed to somewhere and may have been connected to the battery post at the starter. Possibly it once had a fusible link spliced into it that subsequently burned up, that might explain why someone just crimped what appears to be an eyelet on to the end.

At this point everything electrical works on the car except when I turn the key it does not turn over. Before it broke down it took hold the key for a while to get it to turn over. New fuel filter and I am about to get a new fuel pump installed. Everything else electrical and fuel wise on the car has been replace or repaired. It broke down on me once before and the mechanic who looked at it said a piece came off by the starter. I was under the car for hours trying to find if this piece went anywhere and there was no logical place for it to go. From what you stated it appears my starter is probably busted if this wire does not go to anything. I have new AC Delco starter I will hopefully install this weekend.

Everything I stated has to do with the wiring and nothing to do with the starter.
In the pic the wire seems like its red, is it ?
Clean it off if you have to. The solenoid post wire is purple, and if its disconnected then the car wont crank over.

Okay sweet! So could there be a problem with wiring from the battery connectors to the starter? It is red.

If it wont crank over then test for power at the solenoid post wire while someone else holds the key in the crank position. It should be a purple wire attached to the small post on the starter solenoid.
