Hot Console
I'm picking a lot of this has to do with the hot coolant circulating through the heater continuously. This was a problem on my C3 also and I lessened the problem by fitting a vacuum operated valve to the feed hose to the heater core so that I could turn it off completely from inside the cabin, a lot of owners of C3's fit manually operated valves to the heater hoses but that means lifting the hood every time you want to turn the heat on or off (the weather is so changeable here that would be a pain).
Fitting heat shielding looks like a major mission in a C4 to me, engine out lizard skin coating on firewall maybe or dash out insulate firewall transmission tunnel etc from the cabin side JMPO.

While at the present time I don't have a dedicated heat shield for your 94. I do offer our Floor and Tunnel II material. This is the same material we used to make the C5 and C6 kits. Check out part number 050503 for a 42" x 48" sheet of material. It is a dimpled aluminum sheet backed by a glass mat, and has a pressure sensitive adhesive on it. i gutted it as a temporary fix and the heat issue was completly solved.
how are your oil temps? i think u may need to use the digital readout accessible through your hvac module on the later cars. on my 86 it was on on my dash
