I have a 92 C4 Corvette with 93k on it the other day I started it up moved it back 3 feet shut off the engine and the starter kept running long story short disconnected neg. Cable on battery shut car off if I hook it back up starter engages even with key out of ignition. Could this be the starter relay if so where is it located is it under the hood or somewhere else any help will be appreciated Thank you David.

On my '88 the Starter Enable Relay is located behind the IP, looks like maybe a little to the right side.
This relay only gets power when the ign sw is in Start position.
Looks like the Stater Sol, as it gets power directly from the Batt though a Blk wire. If the Starter Sol contact is stuck On it would run the starter motor.
