I have a C4, 87; my horn worked and recently stopped, relay is OK, connection from steering wheel horn button to relay and ground are OK, all the fuses at the passenger side are OK.
There no power to the 3 or 5 Amp fuses slots (the upper and the lower ones on the fuse panel, which is located at the left to the horn relay, behind the central consul, but the central, 20Amp fuse do have power…) and there is no power to the horns themselves.
Not sure it is related but I assembled the wipers motors after fixing the horn, it was a very tight fit and I am afraid I might have disconnected a related power connection or teared any cable
Where is the horn power coming from? what could the issue

So, you're saying that when you remove the horn button, then ground the wire at the base of the horn button, the horn doesn't work? Does the horn relay "click" when you do this?

"After fixing the horn"? What did you do to the wiper motor? The wiper motor has nothing to do with the horn, and is no where close to the horn relay. Are you confused about the location of the horn relay?
Thanks for replaying, sorry if I was not clear enough, I meant that I have checked the connection from steering wheel horn button connector to relay and to ground and they are OK. The relay is OK, I checked it outside the car with external battery and it clicks. All looks OK but the there no power to the 3 or 5 Amp fuses slots located left to the horn relay and there is no power to the horns themselves. I know the wipers motor has nothing to do with the problem, but I was afraid that since I forced it to its place I might have damage some related cable. No, the car is not starting… I think that the 5A fuse is the cold start injector
