1992 Corvette --- The latest thread I could find was Sept 2018 so I'm creating a new one due to having never figured out how to correctly use this site. Anyway here goes.
1. Hazard lights would not turn on
2. Screw in center of button was loose so like a dummy I tightened it and flashers came on
3. I'm sure all can guess what's next. Can't turn flashers off
4. Button is not stuck and moves freely against spring
5. Collar which is supposed to turn off flashers moves but flashers do not turn off
6. Yes I did loosen center screw but didn't solve my problem
7. Removed button and collar and attempted to work with exposed plastic piece (I assume this is the switch) but no movement detected
8. Have pried and reinstalled button (several times), although button moves freely that inner plastic piece with center mounting screw hole is like a wall with no movement
I assume in order to replace (can't find any vendor with a part) or disconnect will require steering wheel removal. Asking for confirmation regarding this. If anyone has suggestions how to solve this, it would be
greatly appreciated. Sorry for the length.

Find a dealer or an ACD Jobber that might have a GM# 1995974 / ACD# D9001 directional switch in stock and inspect it for operation. Do you need one? No idea!!
If you 'need' a switch it will require steering wheel removal and a few upper column components. Do you have the GM FSM (Factory Service Manual) yet? You might shop for one but there should be several threads related to directional replacement if you should need to.
Thanks for your help. Along with my many mistakes, I was incorrectly assuming that the Hazard Switch was a separate component with the button & collar attached via the screw. I now know different.
I do have an FSM for my 92. The goal initially is too get to the turn signal switch and someway get it out of the Flasher mode. I guess really as long as I'm digging that deep, replacing the turn signal switch is warranted.

I've had a switch 'in my hand' this AM and I can easily engage/disengage the hazard function. Unless there's something internally that's failed you should be able to insert the 'screw only' and grab it with a pair of pliers and pull it out. Now if the screw were to long and you inserted it to bottom it very well could have demolished the internal function. The switch I had 'in hand' would have been an original for a '92. GM# 1995925. The hazard arrangement is slightly different than the OE replacement now.
I gave up & its now in the repair shop. If they actually fix it, I'll post the solution in case someone else runs into this problem

Your turn signal switch assembly is fubar. If your shop is familiar with older GM cars, like your Corvette, that use the Saginaw tilt steering column, this should be a straightforward repair for them. The repair can easily be done with the steering column in the car, but it does require some special tools which they should have. The worst part of the repair is fishing out the old wiring harness/connector and then fishing in the new harness. The shop is probably going to bone you for $50-$80 for the part (assuming they use an aftermarket part) and charge you for 2-3 hours of labor. It's not that big a deal.
