The black steel bracket is the only one I see. The tray has an integral bracket to the left side in this picture, and those two attachments hold the tray in place. Below is a pic right from the factory service manual that shows it in situ:

mounting brackets
i purchased a mounting bracket for my 95. it had one metal bracket attached to the "box". i realized that there was the second bracket that attachs underneath so i just brought one on ebay. i appreciate your response and the diagram too
