So the air for the lumbar bags on both of the seats (on my 95) is provided by a single air pump located under the passenger seat. Often the rubber diaphram in the little air pump wears out and splits. This pump can be removed and repaired. You also need to inspect the condition of the several plastic manifolds that are used to route the air from the single supply line to the various bags within the seat backs. If the pump is working properly but the manifold is cracked this could also prevent the air from reaching the proper bag.
