On the c4 how are the transmission shift points determined? I have to keep the shifter it 2 until I'm ready then shift to 3 otherwise it shifts too soon the same with overdrive it just shifts too soon

As long as the fluid looks ok and is at the proper level I would adjust the throttle valve (TV) cable. Just Google that and include the year. Pretty simple adjustment.

Prior to 1994 MY C4s used 700r4. The 700r4 uses TV or shift cable to control shift timing. ECM controls TCC engagement. Playing with cable will alter shift timing at the same time could damage transmission. If it's properly adjusted it's best to leave it alone. Transmission specialist maybe able to alter valve body to fit your needs. The 700r4s are considered antiques by many shops today, so call ahead. Valva body and governor canbe modified to alter shifting. New prom would be required to change TCC engagement. To meet emissions and avoid "Gas Gussler" penalties, transmission is set up to shift quickly to OD and TCC to be enabled at low mph.

Adjusting it to factory specs, which I was alluding to, should cause no damage.
