I live in the western suburbs of Chicago. I brought the 96 vette last year for the emission test and it passed. I just got my renewal notice stating I need to take the emission test again, which sucks.
It's been awhile since I've owned a obd 2 vehicle. But I remember back in the early 2000 when I had one, it was every two years for emission testing in my area. I know time has changed but last year it took me about 2.5 hours waiting in line just to take the stupid test, and now I have to repeat the process again. It will probably be a much longer wait in line once the testing facility reopens.
I know every state is different for emission testing but for those who have a 96 Vette, do you bring it for emission testing every year?

Are you sure the first test wasn't because you just purchased the car, and new purchases require a test? And this second test is now a regular two year cycle based on your VIN number, plate number, or something? The info from your motor vehicle dept should explain it. At least the OBDll is a quick test! Don't your test stations take appointments?
You probably bought the car in the year between scheduled emissions testing. So after this test you should be back on the 2-year cycle. Be sure you get that engine nice and hot before taking it in.
You should have testing every odd year - ‘19, ‘21, ‘23...etc. A 96 was tested first after 3 years and then every other year so first test 99 then every odd year. Almost makes me wish I had bought a’95 😜
Must be a Cook County thing? I'm in Ogle County, only maybe 40-50 miles west of you and we have no testing at all for any year car. Winnebago County, just north of me is the same, so I don't think it is required by the state. I hope they don't make it so because mine would struggle to pass.
It’s actually run by the state but only in high population areas like Chicago area and I think there is testing in the St. Louis area on the Illinois side (not positive about this). Enjoy no testing, I can’t do much more than cat back and a cold air intake without worrying that I won’t pass emissions. No emissions, no license plate renewal 🤨
