What would you suggest for washing, polish, and waxing the vehicle ? A powered buffer or by hand and products recommended?

Then wash by hand with any commercial car washing soap.
Clay-bar the car to pull any contaminants out of the surface of the clearcoat. When you slide your fingers over the paint should be as smooth as a baby's bottom. This is an important step prior to waxing.
Wax by hand with any car wax that you want. None of them are bad. Everyone has their own favorite. I happen to like Griots best-in-show liquid wax.
If you need to do paint correction (what we used to call simonizing or polishing back in the 60's) use a random orbital buffer. Again I like the Griots buffers.

I may be prejudiced because I live close to their main store but they are exceptionally customer service friendly if you ever have a problem or need questions answered.
