Default Brake Squeal?

I noticed today that my 87 has developed a small squeal that I can hear when driving under 20mph. It's not just when I apply the brakes, it seems to be all the time and doesn't change when I apply the brakes. I put the car in neutral while coasting and revved the engine but the sound didn't change. It does change tempo with the speed of the wheels though, so it's for sure related to the front wheel(s). It's not super loud but I can hear it.

Does this likely mean that I just need new pads or possibly a wheel bearing?

There are Squealers on many brake pads/systems. They are tabs of metal That begin to rub on the rotor when the pad are getting low to warn you service is needed to protect rotors from wear. Either way the brakes need to be inspected to determine the issue. I would pull the front brake calipers and inspect the pads.
