Maybe try some of that rust neutralizer. But it might be worth trying to get a peek on the inside to see if it got in there as well. Of course a new tank would solve either issue.
if you rigged a very powerful shop vac up, u could use a small brass brush to loosen the worst of that a it would get sucked out by the vac.
then get a rag and dab it with clr or someting like that and begin the slow process of wiping it down. need rag damp enough to chemically affect the rust but not be dripping wet!
the vac would be sucking gas fumes id say....so not sure if you would create a flamethrower.
I agree to look in the tank to be sure its just the top.
But Por-15 and others make a rust neutralizer. Use a rag to dab on then clean rags to wipe out. Dont use a shop vac!
Filler is part of sender. The well is removed with fuel door. I would pull sender and see what you have. There are YouTube videos of using electrolysis to remove rust. You could check condition of tank and sender meter then decide what to do.

This is the best information so far ! Kevova really has provided the solution. With that much rust, I would pull it and through it in the trash and replace it.
I assume you are talking about your 85 ? That is the only one you have listed on your profile that you own.
The seller has a pretty good track record based on the number of positive feedbacks. Plus $114.00 and free shipping is really reasonable in my opinion. It would cure that rust issue pretty quick.
