Hi, i think my cats are clogged it just wont go with out bogging down to 10 MPH.
Q. Can i just remove them and replace with down tubes and add new o2 sensors?

Isn't a downpipe for turbo systems? What exactly are you trying to do and what are these down tubes? Which cat is clogged? Does your 92 have a cat and 2 cats before that? How did you determine which one was clogged?
If you want to prove something, can you disconnect the exhaust system from the end of the manifold and see if it will go past 10 mph before doing something irreversible? It will make the car noise which appeals to the rice boys but might not be so nice in the cabin.
If you can, I would take a sawzall and remove them from the equation completely, if you dont need emissions, that is. Im sure there is a post about relocating o2 sensors.
Before I did anything else, I'd put a vacuum gauge on that engine, tape it to the windshield, and see what manifold vacuum does when it bogs down. Certainly before I reached for a sawzall or any wrenches.
