Hello how are you, if it is the year 1994, I am looking at options, here in the city there is a lot of traffic, before going to the highways, so I want to see if someone can program a computer, to lower the parameters. I have been told that the electro fan controllers work very well, it would be like plan B.

On a 1994 you don’t need a fan controller. You can very easily reprogram the PCM to activate the fans however you want based on vehicle speed, coolant temperature, and/or oil temperature.
