My Digital speedometer is not working . When I purchased the vehicle the previous owner gave me a part that looks like a 4 X 4 dark piece of glass that he said was what was needed to fix the speedometer. It won't 'fix' your issue but when you can you need to get your hands on a 'correct' HELM GM Corvette Factory/Field Service Manual. Paper or a .pdf would help.

Agreed with WVZR-1 that the Haynes is a useless pile of paper and that you need the actual GM Factory Service Manual.
When you say "the speedometer doesn't show any speed" and "is not working," do any of the other digital parts of the center display work? Fuel level, fuel economy, etc? Is the speed just displaying '0 MPH' all the time? Or is the entire orange center digital area completely blank?
If the center area is blank, then as CorvetteRules said, BATEE has a walkthrough on what to do with that "piece of glass" the previous owner gave you (or they can do the repair for you). If the center area isn't blank but the speedo just isn't working, that's different and we can go from there.

Okay, so you have an 84 Corvette, that's a good start.
"The numbers do not display the speed." Does this mean it always displays "000," or does this mean that no numbers are visible? There's a pretty significant difference between the two. One means the gauge itself needs fixing, the other means there's likely an issue with a speed sensor.
If there are no numbers whatsoever, it's the gauge itself that's faulty, and the previous owner gave you the parts to fix it. As CorvetteRules said right in the second reply to the thread, BATEE.com is your friend. They have videos on how to do the fix yourself, or you can take the gauge cluster out and send it to them to have them repair it for you.

Try looking at the digital display with "sunglasses" uv light causes the polarizing film to fade, if it shows the speed with sunglasses on then you need to replace the polarizing film on the glass. Batee has the kits available on ebay.
The dark piece of glass maybe a replacement speedo display glass with the polarizing film, the dash should look dark with good non faded polarizing film. Unless the back light is working, removing the dash and disassembling it can be daunting but pretty straight forward.
The circuit board has these rubber looking connector things, between the glass display lens that need to be positioned correctly to work properly. I highly recommend you replace the 12 pin board connector sets at the same time they are the root of most backlight problems due to bad connections, as well as going to xenon or led bulbs as the original backlight's would overheat the circuit board. see links below.
