My '93 has a black foam seal of some type at the base of the windshield on the interior side. Mine looks like old foam with lots of cracking but it is still fairly soft. It lies between the base of the windshield and the dash pad. Have any of you worked on this or replaced it? Does anyone know what it's actual function is ? Thanks.
It cannot be replaced unless you take the windshield out. The material is a bulk product and can be sourced at any windshield shop. It is mostly cosmetic. If you ever need your windshield replaced, change it, otherwise, you have to live with it.
I replaced my windshield last year and used 3M 3/8 height 1/2 width windshield foam (I believe it is urethane foam). It is used to set the height while the 3M polyurethane (black) window seal dries. It also helps insulate wind buffeting noise at higher speeds. After the poly-stuff sets the foam is no longer holding height and normally one sided-taped. Two layers are used at the bottom, one below the VIN and on above. The poly is on the outside of both foam layers and provides the water seal.
Without the dash in place you might be able to replace the most interior layer. It does protect the VIN plate from getting dust in that cavity.

This seal has a hard rubber channel it's attached to. There was one on eBay a awhile ago,$1000. Yes,a $1000 dollars. I've got one I bought years ago somewhere. Over time the 2 pieces separate.
