Default Fuel System replacement

I have a 95 C4 and I thinks its an overflow hose that has been cut so its been dumping fuel on whenever i start it, but when I went to replace it I could not find where its supposed to go, it starts at the top of the fuel tank, loops around behind the tank than I am not sure where else to run the new line. has someone else done this before or any help will be apricated.

and pokes out below the car with no where to connect it to after

loops down and behind the tank where u can see it from removing the licenses plate

Goes to the top of the tank

Are you sure that's not the drain tube that connects to the rubber tray under the gas door (that the gas cap pokes through)? There's a drain hole in the middle rear of it with a nipple on the bottom side that the drain tube connects to. This is used keep rain water from building up around the gas cap and to safely route any accidental gas spillage underneath the car when fuelling up.
