C4 Won't Start. Maybe VATS?
1990 C4. This is the first time it happened. The power locks don't work so I always use the key to unlock the doors. I opened the passenger side first but then the horn started going off. I disconnected the horn but every time I try to start the car, I can hear the horn relay clicking as if it's trying to sound again. Engine won't start. I believe it's a VATS problem but I'm not sure how to resolve it. Ideas?

Try locking the passenger door with the key. Then go to the driver door and unlock it with the key and see if it starts. It sounds
like the anti-theft system is turned on, that is why the horn was beeping.
Go to google and do a search on C4 Corvette anti-theft system. It will return results from the forum here and other places
on the web.
