A friend has a C4 with the telescoping steering wheel, and while it moves in & out freely, it doesn't seem to want to lock in any one position. Not being a C4 guy, I thought I would toss this out there for you C4 gurus to comment on. Any help? Thanks.
There's a lever on the bottom that turns a special screw to tighten it. That screw has multiple slots for adjustment. If he pulls the steering wheel he'll see how it works.

Lever ain't on the bottom but if there were no parts left out in a recent/previous repair then correcting shouldn't be an issue! Recent/previous repair? There's potential missing parts!!
Somewhat 'generic' image of operation/assembly.
If there has been a recent/previous repair I'd expect issues that should be able to be determined by maybe this image. If the 'lever' doesn't lock(restrict telescoping) your friend will need to go back into the column.
GM Tilt tele column is pretty much the same 69-89.
there is a lever that rotates clockwise to lock under spokes of wheel. The lever is held on the locking screw by three small screws. It very easy for "a big armed man" to strip the threads of holes and screws. There are 2 different special locking screw designs and very course like a wood screw and machine screw, it has slots to adjust lever position. Severely stripped screws and /or holes hold lever in place.
