1987 C4: The very front part of my hood is all rusted out! I thought I wouldn't have that problem on a Vette but I'm standing here looking at it. Is that piece of metal across the front replaceable or does this mean a whole new hood?
If that's all the rust there is you can probably get away with wirewheel/sandblasting followed up with some rust preventative to prevent it from coming back. If considerably more than that you would probably be better off with another hood.

I'd do the same thing and save buying a new hood as last resort.
I pilled the radiator out and there was a hell of a mess under it. A big pile of leaves, dead critters AND some sea shells. Yes, sea shells. I wonder if this thing was driven out onto a beach at one time and got it's nose wet in salt water.

Sea shells? Yeah, I too would be thinking maybe driven on a beach somewhere @ some point. The rusted hood frame would support the salt water hypothesis too.
As suggested, you need to get the rust off to evaluate if it is just superficial or is there structural damage. If just surfact rust, a Rustolium primer and a couple coats of flat or semi-gloss black (to match the hood(?) and call it good.
Silicone spray is NOT compatible with painted surfaces, ordinarily. So, don't use that if you intend to prime and paint it!
