Pulled the starter in my 95 lt-1. What is the wet rust from? Should I be concerned? Nothing is leaking from the bolt hole. Only the long bolt is wet.
Note: I did flush the coolant using Whalemans suggestion of air pressure with a shop vac. I think this crud /rust is a lot of what I flushed out. Could the shaft of the bolt be exposed to coolant? I don't think the flush got to all areas of the motor.

I agree. Once you get everything ready to reinstall, just make sure the bolt hole up in the block is well dried out and the bolt clean. Blue loc-tite and you're good.
When reinstalling, there is supposed to be a bead of black silicone or other sealer on the perimeter of the starter block where it meets the flywheel shield according to the FSM. That may be to help block out stuff like this from getting upward to the flywheel and the starter pinion during wet spray driving in winter.
I want to replace the gasket on the rear of the starter. From the factory, it was installed offset and I'm pretty sure it's now oil soaked. Anyone now a part number I can search for?
I have included a pic of the area you mentioned about rtv application. That flywheel shield won't come down until I remove the oil pan.

I follow the login of the sealant application but it was obviously not done from the factory. Circular gasket piece might have been the attempt. I wish I read the sealant advice before I reinstalled.
If after I get this car back together and all runs good, I'll drop the starter, put an insulation jacket on it and apply gasket stuff the rear.

After seeing your seal on the starter I believe I'd maybe just visit a small engine shop and see if the have a fuel cap gasket that would work. I've got small Honda gas engines on a mower and pressure washer that certainly look to have an appropriate ID for the starter nose.
*** If @colter measured the diameter of his trashed starter it might answer questions.
